As the Deputy Director of the Denver Urban Renewal Authority (DURA), Mark worked with DURA’s staff and the project’s developer to evaluate the project pro-forma, including development timeline and return analysis. He led DURA’s underwriting effort for the project’s public finance and participated actively in negotiations, contract drafting, and briefings with City Council and CCD administration officials on the project’s public finance commitment.
